China labour camps set for abolition: legal official

BEIJING: China's hugely controversial "re-education" labour camps are set to be abolished this year, state media Monday quoted a senior legal official as saying.

It is another signal that the widely criticised system -- where people can be sentenced to up to four years' "re-education" by a police panel, without an open trial -- is coming to an end.

The comments come after the Communist Party's new leader Xi Jinping said the party recognised as a "pressing problem" that it was "out of touch with the people".

About 60,000 people are detained in the camps, officials say, most of whom serve from six months to a year.

Opponents say the camps are used to silence government critics and would-be petitioners who seek to bring their complaints against officials to higher authorities.

Earlier this month reports emerged briefly that the system -- known as laojiao -- would be abolished. But they were swiftly deleted and replaced with predictions of reforms, with few details and no timetable.

Chen Jiping, deputy director of the China Law Society, was quoted by the China Daily as saying that a key meeting had agreed tightly to limit use of the system until it could be scrapped by China's rubber-stamp parliament, the National People's Congress (NPC).

It added in reported speech that he described laojiao as having "made its contribution at a time when the Communist Party of China was consolidating the republic and rectifying social order, but now China has well-established legal systems".

"Ending the system requires the approval of the top legislature which originally endorsed laojiao in 1957," the paper said. The annual session of the NPC is due to be held in March.

Currently, people sentenced under the laojiao system are forced to perform manual labour such as farm or factory work, but do not receive a criminal conviction.

Authorities will need to replace it with alternative punishments for those accused of petty offences, the paper added.

"Chen's remarks suggest offenders are likely instead to get a court hearing, short-term detention or a fine," the newspaper said, citing "experts".

The scheme has faced growing criticism for being open to abuse and public anger has erupted over sentences deemed too harsh.

In a case which shocked the nation, Tang Hui, a mother whose 11-year-old daughter was abducted, raped and forced into prostitution, was sentenced to 18 months of laojiao after she demanded death penalties for seven men convicted in the case.

The 40-year-old also accused two police officers in her home city of Yongzhou, in the central province of Hunan, of being complicit in the crime. She was released within a week following public outrage.

Party officials visited Tang on Friday as part of an investigation into the decision to punish her. She is claiming compensation.

Earlier this month the official microblog of the CCTV state news channel quoted Meng Jianzhu, a member of the powerful 25-strong Politburo who oversees politics and legal affairs, as saying that China would stop using the system.

The reports were quickly removed, but the following day the China Daily said the government "will push reforms".

At the time news of the changes was widely welcomed on China's hugely popular microblogging sites.

By-election is about choosing the right candidate who can serve: minister

SINGAPORE: Education Minister Heng Swee Keat said the by-election in Punggol East is not about voting more opposition into Parliament.

He said it is about electing the right candidate who can best serve the residents in the ward.

Mr Heng said these in response to comments made by the Workers' Party (WP) secretary-general Low Thia Khiang at the WP rally on Saturday.

Mr Low had said that residents should vote for the opposition to make the government work harder for them.

Mr Heng said the government is already working hard to improve the lives of Singaporeans.

He said the People's Action Party candidate for Punggol East Koh Poh Koon is a sincere, dedicated and hardworking man.

And that Dr Koh will work hard to understand the needs of residents and work with ministers to convey feedback to improve the lives of residents.

Mr Heng urged voters to focus on what Dr Koh can do for them and how he can contribute to a better future for them.

He said voters should cast their votes on who is the best person to serve residents and not to serve the interests of the opposition party.

UN council slams 'heinous' Algeria attacks

UNITED NATIONS: The UN Security Council on Friday strongly condemned the "heinous" attack and hostage-taking at an Algerian gas complex by Al-Qaeda linked militants.

A statement agreed by the 15-member council stressed the need to bring the Al-Qaeda linked attackers and their backers to justice.

At least 12 hostages and 18 kidnappers were killed in an assault by Algerian security forces on the Sahara desert complex. Between seven and 10 hostages were still being held.

"The Security Council condemned in the strongest terms the terrorist attack in In Amenas, Algeria," said the statement.

The council expressed "deep sympathy and sincere condolences to the victims of these heinous acts and their families and to the people and governments of Algeria and those countries whose nationals have been affected."

It "underlined the need to bring perpetrators, organizers, financiers and sponsors of these reprehensible acts of terrorism to justice."

In addition, it urged all countries "to cooperate actively with the Algerian authorities" in line with international law and Security Council resolutions.

The statement also added a phrase that said countries must ensure that "measures taken to combat terrorism comply with all their obligations under international law, in particular international human rights, refugee and humanitarian law."

Several countries have urged Algeria to do everything to prevent harm to the remaining hostages at In Amenas.

Basketball: Bryant gets record 15th straight NBA All Star nod

NEW YORK: Los Angeles Lakers superstar Kobe Bryant led all players in votes in earning a record 15th successive NBA All-Star selection, the NBA said.

The league on Thursday announced the starters for the 2013 mid-season exhibition and said Bryant received 1,591,437 votes to edge Miami's LeBron James (1,583,646) as the top vote-getter.

Bryant had been tied with Jerry West, Karl Malone and Shaquille O'Neal for the most consecutive All-Star nods.

The Los Angeles Clippers' Chris Paul will be Bryant's partner at the guard position in the Western Conference starting line-up. Paul, with 929,155 votes, beat out Houston's Jeremy Lin (883,809) for the spot.

Paul's teammate Blake Griffin, the Lakers' Dwight Howard and Oklahoma City's Kevin Durant -- the reigning All-Star Game Most Valuable Player -- round out the West's frontcourt.

In addition to James, the Eastern Conference's frontcourt features New York's Carmelo Anthony and Boston's Kevin Garnett. The guards are Miami's Dwyane Wade and the Celtics' Rajon Rondo.

The 62nd NBA All-Star Game will be played in Houston on Sunday, February 17.

The starting line-ups were determined by global fan voting. This year in a new twist, fans were able to vote via social networks including Facebook and Twitter, and Sina Weibo and Tencent QQ in China.

The reserves will be selected by polling of the 30 NBA head coaches, who must vote for seven players within their conference and cannot vote for players on their own teams.

The reserves will be announced on January 24.

The East and West All-Star coaches will be determined by the best record in the conferences through February 3.

Tennis: Murray keeps it short in sizzling Sousa win

MELBOURNE: Andy Murray has played in tougher conditions but he was glad he made short work of reaching the Australian Open's third round on a sweltering day on Thursday.

The British third seed and reigning US Open champion conceded just eight games in putting away 100th-ranked Portuguese Joao Sousa, 6-2, 6-2, 6-4 in 1hr 41min on Hisense Arena.

Murray, a twice runner-up at the Australian Open, has his hitting partner, Lithuanian qualifier Ricardas Berankis, as his next opponent in the last 32.

"It wasn't that bad on the court. When the sun came out it was extremely hot. There was little humidity," Murray said, as ambient temperatures hovered around 41 degrees Celsius (106 Fahrenheit).

"When you get the combination of the heat and the humidity is when it's normally at its worst. I've played in worse conditions, but it's still very hot."

Murray, who trains in Miami to condition for the heat of the Australian Open, was too hot to handle, breaking Sousa's service five times without facing a break point.

"I got up a couple of breaks pretty quickly in the first two sets so I could try to shorten the points, which helped," he said.

"I also served well too. I got a lot of free points on my serve and there were very few long rallies which worked out well for me."

Murray controlled the match and had two service breaks to wrap up the opening set in 31 minutes.

He quickly reinforced that with further breaks in Sousa's opening two service games in the second set, which he clinched with a forehand winner.

There was little Sousa could do and he was broken again at the start of the final set as Murray coasted to victory.

It was Murray's sixth consecutive match victory this season after he beat Bulgarian Grigor Dimitrov to win his 25th career title at the Brisbane International.

Murray is familiar with his next opponent, Berankis, having regularly practised with him.

"I've actually hit with him a lot. I trained with him before the Australian Open last year," Murray said.

"I practised with him in Brisbane this year and I practised with him a couple times before the tournament here.

"He's won five matches and he hits the ball pretty big from the back of the court. He plays aggressive and he's a very flat hitter of the ball."

S. Korea satellite rocket launch set for Jan 30-Feb 8

SEOUL: South Korea will make another bid at the end of this month to put a satellite in orbit and gain entry to an elite global space club that includes Asian powers China, India and Japan.

The Ministry of Education, Science and Technology announced Wednesday a January 30 to February 8 window for launching the 140-tonne Korea Space Launch Vehicle-1 (KSLV-1) from the Naro Space Centre on the south coast.

"By the end of this week, first and second stages will be connected and next week, rehearsals will take place," a ministry official told AFP.

Following failed attempts in 2009 and 2010, a successful launch is considered crucial to South Korea's commercial space ambitions.

The current attempt has already been postponed twice for technical reasons after launch dates were set in October and then November.

The KSLV-1 has a first stage manufactured by Russia, with a solid-fuel second stage built in South Korea.

In 2009, the carrier achieved orbit, but faulty release mechanisms on its second stage prevented proper deployment of the satellite.

A 2010 effort saw the carrier explode two minutes into its flight, with both Russia and South Korea blaming each other.

Last month, North Korea successfully launched its own long-range rocket, which Pyongyang was a purely scientific mission to place a satellite in orbit.

Most of the world saw it as a disguised ballistic missile test that violated UN resolutions imposed after the North's nuclear tests in 2006 and 2009.

Seoul's space ambitions were restricted for many years by its main military ally the United States, which feared that a robust missile or rocket programme would accelerate a regional arms race, especially with North Korea.

Japan and China both achieved their first satellite launches back in 1970, and India made its breakthrough in 1980. But the lack of US support contributed to South Korea, Asia's fourth largest economy, lagging behind.

Soon after joining the Missile Technology Control Regime in 2001, South Korea made Russia its go-to space partner.

The KSLV-1 will deploy a small satellite that will mainly collect data on space radiation.

New report reopens questions over Natalie Wood death

LOS ANGELES: Hollywood icon Natalie Wood may have suffered non-accidental injuries before her 1981 drowning death and ended up in the sea in a "non-volitional" manner, a new coroner's report said Monday.

The report, compiled by the LA County Coroner's Office after the case was re-opened in 2011, raises fresh questions about her death and the role of her actor husband Robert Wagner and a fellow actor on the fateful night.

The "West Side Story" and "Rebel Without a Cause" star drowned on the night of November 29, 1981 off California's Catalina Island, after an evening of drinking and eating with her husband and actor Christopher Walken.

Her "accidental" death at age 43 has long been a Hollywood mystery -- but was thought to have been laid to rest until a November 2011 surprise announcement that police were reviving the probe.

A "re-evaluation" coroner's report, dated last May but published Monday, recounts how Wood, Wagner and Walken were drunk after dining in a restaurant, and continued drinking after returning to the couple's boat the "Splendour."

The captain of the boat, Dennis Davern, said they realized Wood was missing around midnight, but initially thought she might have returned to shore using the boat's dinghy.

Wagner raised the alarm with authorities at 1:30 am. A search was launched, and her body was found floating face-down in the ocean some 200 yards from shore, while the dinghy was found nearby, about a mile from the main boat.

In the new report, a copy of which was published by the LA Times, the Medical Examiner said some of the injuries found on her body did not necessarily come from an accident, such as falling from the boat or dinghy.

"With the presence of fresh bruises in the upper extremities in the right forearm/left wrist area and a small scratch in the anterior neck, this Examiner is unable to exclude non-accidental mechanism causing these injuries," it said.

And it added: "This Medical Examiner is unable to exclude non-volitional, unplanned entry into the water."

As a result, "the cause of death will be changed to drowning and other undetermined factors. Manner will be changed to undetermined. How injury occurred will be listed as found floating in ocean," the report concluded.

"Circumstances not clearly established."

Captain Davern, who co-wrote a 2009 book about the mystery, said the couple had a fierce row shortly before she vanished, and that Wagner then delayed a search that could have saved her.

A publicist for Wagner said when the case was re-opened that his family supported the police probe, while warning against people "trying to profit from the 30 year anniversary of her tragic death".

S'pore property shares tumble after cooling measures

SINGAPORE: Shares of major property developers in Singapore were battered Monday after the government introduced new measures to cool the real estate market at the weekend.

By midday, shares of top developers listed on the Singapore Exchange had sunk more than four per cent as investors spooked by the measures dumped the stocks.

CapitaLand shed 4.11 per cent to S$3.73, City Developments fell 6.11 per cent to S$11.83 and Keppel Land slumped 6.31 per cent to S$4.01.

"We're seeing a knee-jerk reaction to the cooling measures," said Jason Hughes, head of premium client management for IG Markets Singapore.

The new measures, which came into force Saturday, included sharply higher duties on property purchases by foreigners.

Singaporeans' minimum cash downpayments for second or subsequent homes were raised from 10 to 25 per cent of a property's value.

But Hughes predicted property stocks would be able to ride out the storm thanks to their overseas portfolios.

"We do have to consider that a number of these guys are regionally focused," he said, adding that the effects would have been more severe if they were "purely local developers."

HSBC Global Research said in a report that Singapore may institute more cooling measures because property demand is expected to remain robust.

"Low interest rates and an expected economic recovery this year will support demand. Further steps can, therefore, not be ruled out," the report stated.

The new property measures were imposed after home prices continued to rise even as the city-state suffered an economic slowdown.

Singapore narrowly avoided a technical recession in the last quarter of 2012.

The economy grew just 1.2 per cent in 2012, from 4.9 per cent in 2011, with 2013 expansion forecast at 1.0-3.0 per cent.

China economy to rebound in 2013: survey

BEIJING: China's economy is poised finally to end a long downward trend in 2013, economists polled by AFP say, as the new communist leadership vows to retool the nation's investment-led development model and promote a "happy life" for all.

The world's second-largest economy is not expected to return to double-digit growth, but the economists' predictions are a welcome spot of good news in a financial world assailed by the eurozone debt crisis and lacklustre recovery in the United States.

After seven consecutive quarters of slowing growth, China's gross domestic product (GDP) will rise by 8.0 per cent in 2013, according to the median forecast of 15 economists surveyed by AFP. The poll also projected 7.7 per cent growth for 2012.

The figures would outpace the government's 7.5 per cent growth target for 2012 -- but are well below the 9.3 per cent recorded in 2011 and 10.4 per cent in 2010.

Maintaining growth is all-important for China's communist leaders, who derive much of their claims to legitimacy from the country's reform-led economic rise, which has lifted hundreds of millions of people out of poverty over the past three decades.

The rebound comes as China formally wraps up a once-in-a-decade leadership change in March when Xi Jinping, who was named Communist Party chief in November, takes over as president and Li Keqiang becomes premier in charge of day-to-day administration.

Xi, in his first public appearance after being chosen to lead the party, said China's citizens "want their children to have sound growth, have good jobs and lead a more enjoyable life. To meet their desire for a happy life is our mission."

China's stunning economic transformation has long been fuelled by heavy state investment in railways, airports, bridges and buildings, as well as an emphasis on manufacturing and exports.

But it is now trying to promote demand from its own increasingly well-off consumers as the economy's main driver. And the Communist Party says it recognises the need to encompass the have-nots who have failed to share in the boom as a rich-poor gap opens up.

The National Bureau of Statistics is due to announce GDP figures for the fourth quarter and the whole of 2012 on Friday.

For the final quarter of last year, the median forecast in the AFP survey was 7.8 per cent, up from official third-quarter growth of 7.4 per cent -- which was the lowest figure since early 2009.

"The new leaders themselves would like economic growth to not be slower than 2012... in their first year," Chen Xingdong, a Beijing-based economist with French bank BNP Paribas who is expecting 2013 growth of 8.3 per cent, told AFP.

Stronger monthly data during the fourth quarter, including industrial output and retail sales, has fanned optimism the worst is over, as did new single-month highs for imports and exports in December.

But the economy still faces challenges such as unresolved structural problems including overcapacity and reliance on investment-driven growth, said Yao Wei, Hong Kong-based economist with Societe Generale.

"We can't get over-optimistic over the current recovery," she said.

China's economy averaged GDP growth of 10 per cent in the decade to 2010. A slower rate of 7.0-8.0 per cent is seen by economists as part of China's natural economic evolution as spending on projects such as transport and utility networks is reined in.

But market optimism over China's prospects risks being disappointed if in 2013 "the recovery remains centred on infrastructure and real-estate investment rather than consumption", wrote Mark Williams, chief Asia economist at Capital Economics.

Some also question how serious the government is about reforming the economy, as well as other challenges it has vowed to pursue, including cracking down on corruption.

"The current difficulty we have with the policymakers is that the focus is on changing the perception and hoping that the people believe," said Andy Xie, a Shanghai-based independent economist.

"It shows that real change is very hard to do. So you shift to the propaganda department to see if they can do the job."

Basketball: Lakers' Bryant and wife Vanessa reconcile

LOS ANGELES: Los Angeles Lakers superstar Kobe Bryant and his wife, Vanessa, confirmed they have reconciled in posts on social media.

Vanessa Bryant, who had filed for divorce from the NBA star in December of 2011, posted a message on Instagram, and Bryant said on his Facebook page that the couple were back together.

"We are pleased to announce that we have reconciled," Vanessa Bryant wrote. "Our divorce action will be dismissed. We are looking forward to our future together. Kobe & Vanessa."

"I am happy to say that Vanessa and I are moving on with our lives together as a family," Bryant posted on Facebook. "When the show ends and the music stops, the journey is made beautiful by having that someone to share it with.

"Thank you all for your support and prayers!" Bryant added.

The Bryants married in 2000. Vanessa stood by her husband after he was charged with sexually assaulting a Colorado woman in 2003, charges that were eventually dropped.

Vanessa Bryant filed papers in Orange County Superior Court in Santa Ana, California, in December of 2011 citing "irreconcilable differences" as the reason for seeking a divorce.

However, the two continued to work together for various charitable causes and the celebrity website TMZ reported last June that they were working towards a reconciliation.

They have two daughters, nine-year-old Natalia and six-year-old Gianna.

Google's Schmidt urges North Korea Internet freedom

BEIJING: Google chairman Eric Schmidt told North Korean officials their country would never develop unless it embraced Internet freedom, he said on Thursday as he returned from a visit to Pyongyang.

Former US ambassador to the United Nations Bill Richardson, who led the trip, urged North Korea to adopt a moratorium on ballistic missiles and nuclear tests following the communist state's widely criticised rocket launch last month.

Schmidt said he told North Korean officials they should open up the country's Internet "or they will remain behind".

"As the world becomes increasingly connected, their decision to be virtually isolated is very much going to affect their physical world, their economic growth and so forth, and it will make it harder for them to catch up economically," he said.

"Once the Internet starts, citizens in a country can certainly build on top of it. The government has to do something. It has to make it possible for people to use the Internet which the government in North Korea has not yet done."

Richardson, also a former governor of New Mexico, said: "We strongly urged the North Koreans to proceed with a moratorium on ballistic missiles and possible nuclear test."

The pair told reporters at Beijing airport that they did not meet North Korean leader Kim Jong-Un on the trip, or US citizen Kenneth Bae.

Bae was arrested in November after entering the country as a tourist, according to the North's official news agency, which said he had admitted committing a crime against the state.

China economy to overtake US by 2019: state research

BEIJING: China will overtake the United States economically within six years, an official research institute predicts, and go on to become the world's most important country in three decades more, state media said Wednesday.

The findings came from the Nation's Health Report issued by the Chinese Academy of Sciences, the Global Times said, without giving details of the criteria used for the prediction.

China's economy would be larger than that of the US by 2019, it cited the document as saying, and China's "international status" would exceed that of the US by 2049, the 100th anniversary of the founding of the People's Republic.

"National health" was defined as a country's "overall conditions... using resource sufficiency and wealth distribution as the major criteria", the Global Times said, but did not go into specifics.

China ranked as the 11th "healthiest" country out of some 100 nations, it said, just behind Costa Rica, with Sweden in top position.

The official Xinhua news agency said China was given a national health status of "up to standard", though the US, Japan and Britain were deemed "health deficient".

The report could not immediately be independently obtained from the Chinese Academy of Sciences.

China's stunning economic growth rates, increases in military spending and overlapping security interests in the Asia-Pacific region with the US have sparked concerns the countries could find themselves increasingly at odds in coming decades as they jockey for global influence.

But the Global Times, which has close ties to China's ruling Communist Party, said the document's findings were seen by some as overly nationalistic.

"The report is indicative of an anti-US sentiment in Chinese society," Fang Zhouzi, described as a prominent whistleblower on academic fraud, told the paper.

"It casts the US as a potential threat and links the goals of China's national revival to surpassing the US," he added.

Decades of economic reform and openness to foreign investment have propelled China from a poor, overwhelmingly agricultural country to become the world's second-largest economy behind the US.

International analysts widely expect China's economy, given its high growth rates, to overtake the US in terms of gross domestic product, or total size, sometime in the first half of this century, though differ on exact timing and criteria.

But they also see the US as likely to remain wealthier on a per capita basis given China's huge population of 1.3 billion, with that of the US currently at about 315 million.

Indian guru blames Delhi rape victim, sparks outrage

NEW DELHI: A popular Indian spiritual guru sparked a backlash Tuesday after saying a 23-year-old student could have averted a murderous gang-rape by begging for mercy from her attackers.

Self-styled godman Asharam, known to his followers as "Bapu" or father, told his devotees that blame for the assault on a moving bus in New Delhi on December 16 should not just rest with her attackers.

"This tragedy would not have happened if she had chanted God's name and fallen at the feet of the attackers. The error was not committed by just one side," he said in video footage which has been widely circulated on the Internet.

The 71-year-old's remarks -- the latest in a series of gaffes by public figures blaming women for the country's rape epidemic -- drew a chorus of condemnation.

Ravi Shankar Prasad, spokesman for the Hindu nationalist Bharatiya Janata Party (BJP), said the statement was "deeply disturbing and painful".

"For him to make the statement in relation to a crime which has shocked the conscience of the country is not only unfortunate but deeply regrettable," he told reporters.

The Hindu newspaper said it was "a disgrace when a man of religion stoops so low".

"Asharam deserves to be condemned in the strongest words," the daily added in an editorial.

The editorial also criticised politicians from the ruling Congress party as well as the BJP for their sexist commentary on the Delhi rape and the need for Indian women to stay home and make traditional choices.

"Their notions of... an ideal society appear rooted in the very prejudices that have engendered a culture of violence against women, the Delhi incident being its most recent and horrific manifestation," the newspaper said.

Abhijit Mukherjee, the son of India's president who is a Congress lawmaker, landed himself in hot water last month after comparing women who took part in protests over the gang-rape to patched up second-hand cars.

Five men have been charged with rape and murder in the December 16 attack on the young student. A sixth accused, who is 17, is to be tried in a separate court for juveniles.

Basketball: Lawson shines as Nuggets down Lakers

LOS ANGELES: Ty Lawson posted a double-double of 21 points and 10 assists Sunday to help Denver hand the Los Angeles Lakers a third straight NBA defeat, 112-105.

Danilo Gallinari scored 20 points and grabbed six rebounds for the Nuggets, draining a big three-pointer with 13.8 seconds remaining to stretch Denver's lead to 108-102 after Lakers star Kobe Bryant had trimmed the deficit to three points with a three-pointer.

Bryant led the Lakers with 29 points, 18 of them in the fourth quarter. Dwight Howard scored 14 points and tied his career high of 26 rebounds with four blocked shots and Steve Nash added 10 points and 13 assists.

But Bryant said the Lakers had too many defensive lapses and too many mistakes, including 18 turnovers.

"We've just got to try to focus on the next one," Bryant said. "We've got to execute better ... we've got to buckle down and try to minimize mistakes."

Pau Gasol scored 11 points -- all in the first half, and departed in the fourth quarter after an inadvertent elbow to his nose left him bleeding profusely.

Lakers coach Mike D'Antoni said he expected the Spaniard to be ready for the Lakers' next game at Houston on Tuesday.

D'Antoni admitted that the Lakers' slump -- which has seen them fall to 15-18 for the season -- increased the pressure on the team.

"So be it," D'Antoni said. "That's the way it is and we've got to overcome it ... We can't shrug our shoulders or hang our heads. We've got to go out and fight as a unit."

The Nuggets notched their fifth win in seven games. Andre Miller scored 12 points with 10 assists. JaVale McGee added 17 points, six rebounds, three steals and two blocked shots.

TOKYO: Japanese beverage giant Kirin has decided to sell its Tokyo headquarters in order to reduce debts as it aggressively buys foreign firms in a bid to expand its global reach, a report said Sunday.

Kirin Holdings and its main subsidiary Kirin Brewery Company will sell their headquarters buildings in Tokyo to raise an estimated 15 billion to 30 billion yen ($170 million to $340 million), the Yomiuri Shimbun newspaper said.

The group will rent a different building in Tokyo as its global headquarters, the paper said.

The company will use the money to reduce debts accumulated after a series of major overseas acquisitions, according to the report.

In recent years the group has bought full or major stakes in Australian brewer Lion, Brazilian brewer Schincariol and Philippine brewer San Miguel, among others.

Many Japanese beverage firms have sought to expand overseas while the domestic market suffers chronic slow consumption, a shrinking population and younger people shunning alcohol.

AHTC unable to verify accuracy of reasons for software sale

SINGAPORE: Chairman of Aljunied-Hougang Town Council (AHTC) Sylvia Lim has responded to the recent statement by Dr Teo Ho Pin - on the sale of the software formerly owned by the town councils managed by the People's Action Party (PAP) to Action Information Management Pte Ltd (AIM) in 2011, prior to the General Election.

She said AHTC is not able to verify the accuracy of the reasons for the sale cited in the statement on January 2 by Dr Teo, who is the coordinating chairman of PAP town councils.

Ms Lim said the documents AHTC has on hand, including the tender documents, do not disclose many of the details mentioned.

She also said the reasons given underscore three fundamental facts.

First, the PAP-managed town councils sold off the computer and financial systems developed with public monies to a vehicle of the PAP, just prior to the General Election.

Second, according to the most recent statement of AIM Chairman, Mr S Chandra Das, AIM "as a PAP company" wanted to "be helpful to the PAP Town Councils".

Third, the PAP sees no issue with an arrangement allowing them to terminate the software agreements with any town council with one month's notice, if there's a material change in the town council's membership.

Ms Lim also questioned the one-month termination clause in the AIM contract, which Dr Teo considered "reasonable".

She said he himself indicated that it would take "maybe 18 to 24 months, or even longer" to assess new software and develop a replacement system.

Ms Lim said the question of how the PAP-managed town councils acted in the public and residents' interest in relinquishing their ownership of the systems to AIM has still not been answered.

"We leave it to the public to make their own judgement," she said.

In his 26-paragraph statement on January 2, Dr Teo explained why and how the PAP-run town councils came to have a sale and lease back deal with the PAP-owned AIM.

He said it would be better for the 14 PAP-run town councils to consolidate their software rights in a single party, which would then manage them on behalf of all the town councils, as well as source vendors to improve the system and address the deficiencies.

He added there's no basis to suggest that the transaction for AIM to provide computer services to the PAP-run town councils was improper or disadvantageous to the town councils.

CES show to see changing of guard in tech sector

WASHINGTON: The inexorable push for mobility in gadgets has reshaped the electronics industry, a shift that reflects a changing of the guard at the world's biggest consumer technology show.

Gone from the 2013 International CES, to be held January 8-11 in Las Vegas, are giants such as Microsoft, and longtime tech stalwarts such as Intel and Hewlett-Packard are taking a back seat to firms focused on more portable, or even wearable, devices.

There will of course be big, dazzling displays of televisions that are smarter and bolder. However, a key focus is likely to be on devices that are mobile but can remain connected via the Internet cloud, from tablets to wrist watches, to Wi-Fi ski goggles.

"There is a changing of the guard," said Danielle Levitas, a consumer tech analyst at the research firm IDC.

"The shift we've seen over the past years has been on the mobile aspects of technology versus home entertainment. This continues to accelerate."

Emblematic of the shift is the choice of the main keynote speaker -- Qualcomm chief executive Paul Jacobs.

"Most people have never heard of Qualcomm. People might know they have a stadium with that name somewhere," said Roger Kay, a technology analyst and consultant with Endpoint Technologies.

Semiconductor firm Qualcomm quietly overtook Intel in market value in 2012, a sign of the growing importance of mobile chips that reduce battery drag and are popular on smartphones and tablets, mostly using ARM technology licensed by British-based ARM Holdings.

"Qualcomm is the opposite of Intel," said Kay, who points out Qualcomm's reluctance to follow its rival's strategy of branding devices with "Intel Inside."

"It has been shy of the limelight and wants its partners to get all that credit. They are a reluctant hero. So important, and yet so unknown."

With mobile devices gaining ground, "folks are interested in the services that are attached to consumer electronics at the show," said Kevin Spain of Emergence Capital Partners, among the venture capital firms attending.

Spain said delivery of video over mobile devices is just starting, opening up possibilities for new ventures.

"Everything that is cloud is obviously white-hot in the venture community," Spain said.

"People are interested in sharing content across a variety of devices and the cloud plays an integral role in that. Consumers expect to have a variety of content be available on demand: video, music, anytime, anywhere."

Another focus at CES will be improving batteries and charging for all those mobile devices, according to Stu Lipoff, fellow of the Institute of Electrical and Electronics Engineers.

"One of the major limitations of portable devices is they are getting smaller and asked to do more, so people are finding innovative and creative ways of charging," he said.

CES will feature a range of power pads on which a device can be placed for charging, Lipoff said, but other firms are eyeing technologies "where you can put a transmitter in the room and it will charge the device" from several feet away.

James McQuivey at Forrester Research said CES has evolved from a show in which manufacturers would sell their wares to a branding event.

"It is shifting to a more abstract or long-term vision of technology," he said.

"It's about branding, demonstrating you are innovating for the future."

McQuivey said old guard firms like Hewlett-Packard and Dell, which have been struggling amid a move to mobile devices must demonstrate they are still part of the future.

"It's a challenge to get back in the innovation game," he said.

McQuivey said CES is different than in the past because the industry now revolves around a handful of big companies whose platforms are a key.

"Google, Amazon, Microsoft and Apple are creating platforms on which everyone is innovating," he said. "CES is living in the shadow of these large platforms."

The 2013 CES features a record 1.87 million square feet (170,000 square meters) of exhibit space, with some 3,000 exhibitors displaying gadgets for digital health, connected cars, smart home devices and a broad array of communications and entertainment gear. Attendance is expected to be in line with last year's record 156,000.

Eight automakers will exhibit at the 2013 CES, the largest number ever, showing off "infotainment" technology, crash avoidance and other "smart" vehicle technologies.

Tech giant Apple is not a participant but 440 exhibitors will showcase accessories for Apple devices in the "iLounge."

"With the largest show floor in history, more innovative technologies and services will launch at the 2013 CES than anywhere else in the world," said Gary Shapiro, president and chief executive of the Consumer Electronics Association, which hosts the show.

The CES will also showcase areas such as sustainable technologies, the $90 billion "Mommy Tech" market for functional products from house cleaning to wearable fashions, fitness and health, mobile wallets, advances in using the Internet "cloud," gaming hardware and software, high-tech toys and devices for education.

Delhi gang-rape suspects to be charged in court

NEW DELHI: Five men accused of gang-raping a 23-year-old student on a moving bus in New Delhi in a deadly crime that repulsed the nation are to be formally charged in court on Thursday.

Police will lay out evidence against them of rape, kidnapping and murder after the woman died at the weekend from the horrific injuries inflicted on her during an ordeal that has galvanised disgust over rising sex crimes in India.

The men, mostly residents of New Delhi slums, will face the death penalty if convicted, India's Home Minister Sushilkumar Shinde has said, amid public clamour for their execution.

"It is compulsory for all the accused to present themselves before the magistrate," explained Rana Dasgupta, a legal officer at the Saket district court complex where armed police maintained tight security on Thursday morning.

The magistrate, working from a small room with 30 chairs, "will admit the charge sheet presented by the police and then give a copy of the charge sheet to all the accused," Dasgupta added.

This document -- reportedly 1,000 pages long -- will detail the evidence collected, the most powerful of which is expected to be a statement from the victim after the attack and an account from her boyfriend who was with her at the time.

He was beaten during his attempts to save the medical student after the couple were lured onto the private bus by the reportedly drunk gang after watching a film at night.

A sixth suspect in the case who is believed to be a minor aged 17 will not be charged in the Saket court on Thursday, a Delhi police spokesman told AFP. Detectives are awaiting the results of a bone test to verify his age.

The trial of the suspects has been fast-tracked and Altamas Kabir, the chief justice of India, has cautioned against letting public anger overwhelm the due process of the law.

Lawyers at the district court in New Delhi have decided they will not defend the suspects, meaning that the government will have to appoint advocates for them.

"Let us not get carried away. A swift trial should not be at the cost of a fair trial," chief justice Kabir was quoted as saying in the local media on Thursday.

Protesters have massed in Indian cities daily since the December 16 assault demanding the government do more to combat crime against women, with tougher penalties for offenders and even chemical castration being considered.

The latest incident, though far from rare in a country where gang rapes are commonplace, has led to deep soul-searching in the media and the country's political class about the treatment of Indian women.

Analysis has focused on the deeply patriarchal Indian society, in which misogyny and sexism run deep and women are often second-class citizens, as well as the difficulty of rape victims in dealing with social stigma and the police.

On December 28, it emerged that a 17-year-old girl had committed suicide after police allegedly tried to persuade her to drop a complaint of gang-rape and instead either accept a cash settlement or even marry one of her attackers.

The government has set up three separate commissions to look into the incident and suggest changes in the law, with one minister suggesting new anti-rape legislation should be named after the victim.

This sparked a controversy as her name has not been disclosed in line with legal protections given to the victims of sex crime and their families, who face social stigma.

The brother of the victim, speaking from the family's home village in northern Uttar Pradesh state, said they would not object if the government wanted to name a new law after her.

"My father feels if they want to name the new law after her, they can go ahead, it will be like a tribute in her memory," he told the Indian Express newspaper.

The brother also pleaded that the family should be left alone to grieve their loss.

"The public anger is justified but my sister's story should not be made into a spectacle," he said.

A recent poll found India to be the worst in the G20 group of nations for women because of child marriage, abuse and female foeticide, which has led to a badly skewed sex ratio in the country of 1.2 billion people.

Delhi gang-rapists tried to run victim over

NEW DELHI: A gang of rapists who assaulted and murdered a woman on a bus in New Delhi last month tried to run her over with the vehicle after the attack, reports said Wednesday, citing a grisly police account of the incident.

Her boyfriend, who was beaten up and thrown off the bus after the girl had been repeatedly raped, managed to pull her to safety just in time, police are set to allege in a 1,000-page charge sheet to be presented in court on Thursday.

The 23-year-old female medical student, whose ordeal has brought simmering anger about widespread sex crime in India to the boil, bit three of her attackers as she attempted to fight them off, local newspapers and TV reports said.

These injuries on the suspects, as well as forensic evidence such a blood, semen and hair samples and the testimony of the injured boyfriend, are expected to form the main evidence against the accused, reports and police sources said.

Five men have been arrested and are expected on Thursday to formally face murder and rape charges in a fast-track court set up to try them. A sixth suspect is aged 17 and is expected to be tried in a court for juveniles.

"The woman and her friend were stripped and thrown out of the bus," The Indian Express reported, "Her friend pulled her away when he saw the bus reversing to run her over."

The Times of India newspaper said the charge sheet would likely begin with details on how the driver of the private vehicle, who allegedly took part in the rape, got his group of friends together and set out for a joyride.

One of the charges against the accused relates to the destruction of evidence, the paper said, since the driver had tried to wash the bus and had burned the clothes that were snatched from the victim.

The woman died at the weekend after a 13-day struggle to survive injuries so grievous that her intestines had to be removed. She also underwent three major surgeries and suffered a cardiac arrest before being flown to Singapore.

The brutality and horrific nature of the attack has led to protests in the capital and elsewhere, and has prompted calls for the death penalty for the rapists.

The government, which has faced a wave of public anger over the attack, on Tuesday set up a special 13-member committee to look into safety issues and review the functioning of Delhi police on a regular basis.

A panel to recommend changes to the criminal law dealing with sexual crimes was set up last week.

Slew of new measures to take effect on Jan 1

SINGAPORE: A slew of new measures kick in on Tuesday. Among them - parents getting better support in raising a child, and employers abiding by a weekly day-off policy for foreign maids. Car buyers and taxi users too will benefit from new regulations.

With the new year, comes new policies.

One of the new policies is the Child Development Account (CDA) under the Baby Bonus scheme, which is aimed at helping families with the costs of raising children.

It is a savings account where parents' deposits are matched dollar-for-dollar by the government, up to a cap ranging from S$6,000 to S$18,000, depending on the birth order of the child.

From January, parents can continue to dip into the savings account until their children are 12 years old, instead of six. This includes paying for healthcare and childcare fees.

Associate Professor Paulin Straughan, a sociologist with the National university of Singapore (NUS), said the move is pertinent, given the demands of raising a child.

She added: "A big concern for parents now is childcare. And childcare for school-going primary kids, primary school kids are not cheap. For example, after school care. So if they are allowed to dip into the CDA for this, it will certainly help working dual-income families significantly."

The new year also marks the start of mandatory weekly rest-days for foreign domestic workers. This will apply to those whose work permits are issued or renewed from January 1, 2013. All maids will be covered by the new legislation by 2015.

Employers and workers should agree on which day of the week the rest day falls, and if there's no day-off, employers must give monetary compensation.

Employment agencies are also expected to play a larger role.

President of the Association of Employment Agencies, K Jayaprema, said: "The employers are going to need the employment agencies to be part of this, because we are supposed to negotiate the off-days, we are supposed to witness the paperwork, when the domestic worker actually agrees not to take her day off and to be compensated.

"So I will strongly encourage employers to ensure that when they are going through this process of off-days with the employees, they should work with the employment agencies involved."

Separately, those eyeing a new car can stand to benefit from the new Carbon Emissions-Based Vehicle Scheme. Owners of cars which are more fuel-efficient and emit less carbon will enjoy rebates of up to S$20,000. This will be given as an offset against the vehicle's Additional Registration Fee.

To make an informed choice, buyers are advised to look out for the mandatory Fuel Economy Labelling Scheme (FELS) at showrooms.

The Land Transport Authority said only cars that are approved by LTA under FELS can be registered for use from January 1.

Those who do not own a car may also now find it easier to get a cab. That is because operators must ensure that 70 per cent of their fleet are on the road during peak hours and clock an average daily mileage of 250 kilometres. This translates to around eight to nine hours on the road per day, five days a week.

Observers believe the move may burden smaller operators and cause them to merge, in order to meet the standards.

Associate Professor Lee Der-Horng of the Department of Civil Engineering at NUS said: "With this quality of service measurement, this may become a burden to the smaller operators. Because given their size and given their corporate resources, it may be even more difficult for them to satisfy (the requirements).

"Perhaps we may see a merger between the smaller operators but from the passengers side, this may be good news as well. After the merger, they may better cooperate resources and they may be able to provide better service to passengers."

Taxis will be also allowed to pick up and drop off passengers along roads within the Central Business District, except for roads with bus lanes during the operating hours of the lanes.
